At what stage DB2 must be up?
In the process of DB2 program preparation, it is necessary to have the DB2 subsystem up during Bind process.
It is during Bind, that the Stripped out SQL statements are checked for any errors and compared with the DB2 catalog entries for the tables that will participate in the program run.
So, it's during bind, that the DB2 system Catalogs are accessed and the Plan/ Package created, So, it is necessary that the DB2 must be up.
